Graduate Programs

  1. D. Program in Public Management and Policy: The objective of the Ph.D. program in Public Management and Policy is to produce highly proficient educators and researchers that can serve the needs of the country’s emerging universities, regional management institutes and research centers. Ph.D. Program in Public Management and Policy is very demanding and accepts students with high caliber. Candidates admitted into the Ph.D. program will be full-time students. They shall fulfill the following requirements for admission:
  • A three-five-page double-spaced preliminary, well-written research proposal that falls under one of the thematic issues of the program, and that squarely addresses core concepts and issues in these areas.
  • The following are the thematic areas for the program:
  • Public Policy.
  • Local Governance and Economic Development.
  • Urban Governance and Management.
  • Public Sector Financial Management
  • Human Resource Management
  • Public Sector Reform and Management
  • Master’s degree in Public Management/Administration, Political Science, Economics, Business Administration (Management, Accounting and Finance), Law, Sociology, Regional and Local Development Studies.
  • If after reviewing the candidates’ academic background any deficiencies that will affect progress towards the successful completion of the PhD program are observed, these shall be redressed by having them audit core courses in the master’s program.
  • A minimum grade point average of 3.00 on a 4.0 point scale.
  • At least a ‘good’ score in the Master’s Thesis.
  • Meet the admission requirements of Addis Ababa University.
  • Follow the application procedures determined by the Addis Ababa University’s Registrar Office.

* Interview with applicants who meet the above criteria may be conducted (during which they present their statement of purpose) to make a final admission decision.

  1. Masters in Public Management and Policy: With the growing demand for highly skilled individuals in the field, the department launched the Master of Public Administration (MPA) in 2005. Upon successful completion of the Master’s Program in Public Management and Policy, the graduates will acquire competencies and skills, which will enable them to find career opportunities in government, NGO and private sector organizations as well as bilateral and multilateral organizations as public servants or as consultants/ advisors and researchers. A student seeking admission to the Master’s Program in Public Management and Policy must have a basic working knowledge of public organizations.

The following are the admission requirements:

  • A bachelor’s degree from a recognized university in one of the following disciplines: Public Administration, Business Administration, Business Education, Management, Law, Political Science, Economics, Sociology and Accounting and Finance
  • Score a passing grade in the entrance examination conducted by the department of Public Administration and Development Management.
  • Fullfil the admission and application procedures of Addis Ababa University
  • Provided that requirements 1 through 3 are dully fulfilled, special consideration will be given for women and persons coming from disadvantaged areas or regions of the country.

*Applicants having BA degree in Public Administration and Development Management are given special consideration.

  1. Masters in Development Management (Program under deliberation): While the government has been issuing development policies and programs over the years, the lack of educated and capable professionals required to translate such polices/programs into concrete goods and services is being widely recognized. This agenda of generating well qualified and educated professionals of development policy/program advisors, designers, administrators and facilitators of the same has been on table for some time. The department of Public Administration and Development Management, as the most appropriate academic unit to do the job, is planning to launch an MA program in Development Management very soon.

The objective of the program is to produce highly proficient development managers/administrators, researchers and educators that can serve the needs of government and non-government organizations (NGOs), the country’s emerging universities and research centers. Upon successful completion of the Master’s in Development Management, the graduates will acquire competencies and skills, which will enable them to find career opportunities in government/public, non-government, multilateral and private organizations as employees, advisors, consultants, researchers and leaders.

Undergraduate program

Bachelor of Arts in Public Administration and Development Management: The Bachelor of Arts (BA) Program in Public Administration and Development Management is a training program that combines theories and practices in the organization and management of the public sector as well as management of development programs and projects.

  • Admission Requirements: The admission requirements are common to all higher education institutions in Ethiopia: complete secondary school level education (10 + 2) and achieve the minimum pass score in the higher education entrance examination set by the Ministry of Education.
  • Completion Requirement: The Bachelor’s program lasts three years during which time a candidate for the BA degree in PADM is required to complete 111 credit hours or 183 ECTS. The credit hours are divided across 6 semesters. All courses are compulsory. Students begin their applied research work in the third year.   A student who does not complete the required credit hours and achieve the minimum pass mark as stipulated in Addis Ababa University legislation will not be able to receive the degree certificate.
  • A student is required to have a minimum CGPA of 2.00 in his major and minor. No “F” grade in any module/course taken.
